Parking Code of Conduct

Parking Services Specialist Scrutiny PanelThis was one of the things we looked at in the course of last year’s Parking Services Specialist Scrutiny Panel. The draft has now been worked through and the council is currently consulting on it.

In large parts the Code of Conduct will be dictated by the law (or at least our interpretation of it!). No doubt there will be things in it that people don’t like which we can’t change. No doubt we will get lots of requests to increase the 3 minutes observation time (which is discretionary, although not at the level of the individual CEO). Clearly we could increase this but then we would paying CEOs to stand around all day waiting for their handheld computers to countdown.

More box junctions

Ealing Times have moved their story on this morning. They have put the council’s side of the story and added some inflammatory quotes from Labour’s Councillor Mahfouz. I won’t waste my breath on him. Commenter Nigel Brookes from Hanwell does a comprehensive job:

It was under a Labour administration that these illegal junction were painted (in 2004).

And, of course, Labour want the current administration to pay for their mistakes.

“I will be calling on them to pay back the money they have taken on these other junctions as well.”

Yes, why not, one thing Labour were always good at in Ealing was spending (other people’s) money.

Box junctions

Tonight our two local papers are taking a different approach to a news story that the Ealing Times in particular has been trying to keep in front of you all. Today we issued a press release that explained that we are going to remove six box junctions at T-junctions which are painted right across the road. I guess that the Gazette is in catch-up mode as it is not really their story. They have pretty much published our press release verbatim, see here. We went to some trouble to spell out the merry dance that we have been led by the Department for Transport (DfT) on this subject. To say that we are exasperated with them would be an understatement.

The Ealing Times has simply ignored the DfT angle. They are being dishonest and need to sort themselves out. As a rule I don’t want to use my blog as an extension of my role as portfolio holder but I didn’t want the Ealing Times to get away with only telling half the story this time.

Customer services OK

I popped into Customer Services at the council again this afternoon to keep an eye on it.

All pretty calm. 29 people waiting to be seen. No wait for meeters and greeters. No wait at cash office with two windows open and two people being seen. Housing benefits had 19 people waiting and there were 10 waiting for other services including 6 people waiting for parking.

It took 18 minutes to be seen by the parking people which seemed like too long a wait but not too bad. There were five staff on the parking desks which is what there should be. All round OK I think.

More mystery shopping

I recently wanted to some visitors’ vouchers to allow a plumber to do some work on my house. They arrived in the post this afternoon. I sent the required form and a cheque at about this time last week. Returning the vouchers within 5 working days including two trips through the postal system seems like pretty good going to me. It would have been nice if it was less than a week but a week is OK.

I would be interested to hear your stories of how the parking service is working.

Take your pick

On the front page of today’s Telegraph there was this piece titled (in my edition) “Drivers face big rise in the cost of parking”.

According to the Telegraph:

Local Government minister John Healey said that local councils should charge more for basic services such as off-street parking, despite people in many parts of the country experiencing inflation-busting council tax rises.

In a speech to the Local Government Association, he said: “Only one in five councils are using charging to the full potential. Not just to cover costs but to shape their area.”

In a clear sign that he believes motorists should be targeted, Mr Healey said that charging more would result in “reducing congestion, improving levels of health and exercise, encouraging the use of local shops”.

It seems that Labour intends to underfund local government and is signalling that councils can use parking charges to cover the gap. Healey is using phoney greenery to cover his tracks.

This time last week we made this announcement about parking charges in Ealing:

  • Pay and display parking charges that have been frozen for the past two years, will be frozen for a further two years.
  • Controlled Parking Zone (CPZ) permit vouchers (priced at £25 and £45) will be frozen for a further two years. The cost of CPZ permits has not been increased for the past two years.
  • Residents in CPZ areas will also receive a book of free visitor parking vouchers to use from April 2009.
  • New facilities to renew parking permits online and an expanded over the phone parking payment service will also be introduced in early 2009.
  • The abolition of parking charges in council car parks after 6pm and on public holidays will remain. This was introduced two years ago and has been such a success that it will remain.
  • Following a review of box junctions in Southall, the box junction at South Road/Hamilton Road will be removed.
  • The opening hours of the Herbert Road Car Park are to be extended by 2 hours from 10pm to 12 midnight. This is being introduced following representations from Southall traders.

It seems that the government wants to make your life harder. Ealing council doesn’t.

Final Parking Services panel tonight

Parking Services Specialist Scrutiny PanelThe fifth and final meeting of the Parking Services Specialist Scrutiny Panel will take place in Committee Room 2 at the Town Hall at 7pm tonight. See agenda and papers here.

The draft final report is here. It still has a few rough edges but I think the panel has done a good job at identifying the main issues and the work of scrutiny officers has been very impressive.

The six key recommendations of the panel are as follows:

  1. The capacity of Parking Services’ customer reception in Perceval House to deal with customers should be increased so as to reduce waiting times in line with the council’s 10-minute target.
  2. The opening hours of the customer services reception should be varied to make services more accessible for those who cannot visit during standard hours.
  3. All parking services, including making both informal and formal representations against a PCN, should be made available online by the end of the 2008/09 financial year.
  4. Parking Services and Customer Services should jointly develop an action plan to ensure that all customers receive timely and quality responses to their written and telephone enquiries and to address areas of poor performance.
  5. Compliance with parking and traffic regulations should be developed as a key performance indicator for Parking Services.
  6. Parking Services’ should develop a communications strategy to improve understanding of parking regulations and provide additional guidance on parking in the borough.

More Parking Services this week

Parking Services Specialist Scrutiny PanelThe fourth meeting of the Parking Services Specialist Scrutiny Panel will take place in Committee Room 2 at the Town Hall on Thursday 10th January. See agenda and papers here.

The key item for discussion on Thursday is the draft of recommendations, see here. This document is very much a work in progress but shows where we are going with this panel.

We will also be looking at the results from some parking questions added to the regular panel survey undertaken by the council. Some 1881 residents took part, see here. The chart below, click to enlarge, shows what issue people think Parking Services should prioritise. It seems that people feel that quite a range of issues should be considered. Even that supposedly unpopular activity, raising cash, was rated third and considered by 15% of people to be a reasonable top priority for the service. I guess the 15% are non-car owners!

Parking Services Specialist Scrutiny PanelThe third meeting of the Parking Services Specialist Scrutiny Panel will take place in Committee Room 4 at the Town Hall. After a quick follow up on some of the issues raised at the last session we will major on the finances of Parking Services.

This might seem like a dry topic but lots of people wonder how much money is raised and where it goes. Come and hear the answers at 7pm on Thursday.
